DINAMIS: The French National online Facility dedicated to the Pooling and Sharing of very high spatial Resolution Satellite Imagery for Non-commercial Applications

Abstract. Created in 2017, DINAMIS’s mission is to support institutional end-users in their appropriation and utilization of Very High Sptial Resolution (VHSR) satellite data sets, facilitating the implementation of applications dedicated to Science and to environmental or territorial Management. To meet this objective DINAMIS operates upstream institutional procurement of VHSR data and provides simple downstream services giving access to imageries, in response to general needs and to specific end-users needs. The facility harmonizes, integrates, pools and jointly operates dedicated existing resources: telemetry ground reception infrastructures, IT infrastructures, human power and organization, institutional procedures and public fundings.

The roadmap follows a four-layer strategy: (a) pooling of all public resources raised by all founding members, and of all data sets between all end-users; (b) non replication of data sets and development of FAIR metadata harvesting tools, procedures and services; (c) attractive access policy for certified end-users; (d) downstream driven priorities (end-to-end support, networking, events, capacitybuilding programs).

This paper describes the origin and development of the Facility, its operational framework, its community of end-users and their use of DINAMIS showing the evolution in time of all indicators. It draws perspectives on how to better estimate direct and indirect benefits generated by the Facility, and on how to optimize DINAMIS’s impacts on the ecosystem of Earth observation non-commercial users in France and abroad.
